Creation assistance ECHOES

PRIM’s “ECHOES” creation assistance program aims to support artists who artists from ethnoculturally diverse backgrounds (people from cultural communities, Indigenous and visible minorities) in the creation and post-production of their media works independent.
By providing them with professional equipment, technical support, and an environment conducive to creativity and experimentation, PRIM aims to amplify their voices and stories so that they resonate deeply within Quebec’s cultural landscape.
Target candidates
To apply for assistance under this program, you must:
- Being an artist or a collective of artists** creating works in an independent manner;
- Meet the membership and eligibility criteria of PRIM;
- Be a Canadian citizen or permanent resident.
- To identify oneself as a product of ethnocultural diversity*
*Ethnocultural diversity is defined in the Definitions section below
** In the case of acollective of artists, at least one artist must be a Canadian citizen or permanent resident, and 50% + 1 of the members of the collective must identify as a member of the ethnocultural diversity

- Discount of 75%* on the non-member rate for rentals of rooms, of studios and filming equipment.
- ♥ Jury’s choice : the jury may grant a discount increased by 85% * for a project that has stood out in an exceptional and unanimous manner, all creation assistance programs merged
- Project guidance and technical support
- 4 x 2-hour sessions of technical consultation
*Discount applies when the artist uses a room, a studio or some equipment with a PRIM technician or if he or she works alone. If the artist decides to work with an external technician, the discount applied will be 50%.
Since PRIM does not have an video editor on its team, this rule does not apply to the rental of a room for video editing.
Projects accepted
There is no limit on the number of projects that can be accepted into the ECHOES Creation assistance program.
However, the mention “Jury’s choice ” may only be awarded to a single project per competition.
Eligibility rules
General eligibility rules
An unlimited number of separate applications per application period and per artist are eligible.
The same project cannot be submitted to two programs simultaneously.
There is no limit as to the number of times a project may be submitted in the event it is rejected for a previous application period. However, we strongly recommend that you read and take into account the jury comments if you are thinking of submitting it later.
Eligible projects
All proposals for producing independent media works in any artistic practice using sound or moving image are eligible.
Note: Projects that are part of a school curriculum are not eligible.
Eligible costs
PRIM’s support for this program takes the form of a discount on the non-member rate for the rental of rooms, studios, and equipment enabling the following services:
- Sound and image recording (filming equipment)
- Sound recording
- Image editing
- Final assembly
- Colorization
- Sound mixing
- Scans, transfers, and deliverables
Non-eligible costs
The following expenses are not eligible:
- Fees for technicians, with the exception of the hours of consultation included in the program
- Distribution media and supplies
ÉCHOES + component
ÉCHOS + : Editing Residency
Artists who submit a project to the ECHOES creation assistance program may also apply for the component ECHOES +, which takes the form of a residency for editing.
Specific eligibility requirements
Only those proposals that have been submitted through the ECHOES creation assistance program for which the video editing stage (at a minimum) is scheduled at PRIM and for which the or the editor identifies as a member of ethnocultural diversity.
The video editing phase must take place take place between January and April following the submission.
Assistance granted
Includes all the benefits of the ECHOES assistance program, in addition to:
- 100% coverage of the costs for renting an editing room*
- Program for mentoring in editing including support from a mentor throughout the editing process and up to 3 critical screenings.
*Documentary / experimental: max. 16 weeks for a project in feature-length format, 5 weeks for a short-form project
Fiction / other: max. 12 weeks for one project in feature-length format, 3 weeks for one short-form project
Projects accepted
One project per year will be eligible to receive the ECHOES + grant. If no grant is awarded in the spring competition, the competition will be open as well in the fall.

How to apply
To apply, you must complete the online application form and provide the following documents:

- CV of the artist or the members of the artists’ collective applying
- Formulaire des besoins techniques (french only)
- Audio/video supporting documentation (15 min max in total) in the form of links to Vimeo or other
- Any other documentation that the artist feels is pertinent (photos, illustrations, script…)
ECHOES +
When filling out the application for ECHOES assistance, in the online form, artists who the wish to may choose to add the ECHOES + grant and provide, in addition, the following documents:

Deadlines
SPRING: The third Wednesday in April at 11:59 p.m.
FALL: The third Wednesday in October at 11:59 p.m.*
*ECHOES + : Only in April, but if the grant is not awarded in the spring, it will also be possible to submit by the deadline in October.
Evaluating applications
Evaluation process
Applications are first reviewed by the person in charge of the program at PRIM based on the eligibility requirements of the program.
Eligible applications are then evaluated by a peer review panel, composed of people from ethnoculturally diverse backgrounds and recognized for their expertise in the fields in question.
The jury evaluates on merit based on the program’s evaluation criteria. At the conclusion of the evaluation, the members of thejury decide to award the ECHOES and ECHOES + assitance. Decisions are final and without appeal.
Evaluation criteria
The projects are evaluated based on the following criteria by paying special attention to the course special attention is paid to the career of the artist and the impact of the implementation of the project.
- Significance and relevance of the project (40%)

- Quality and relevance of the supporting material
- ECHOES +: the relevance of mentoring within the framework of the project
- Impact (40%)

- Effect of the project on the evolution of the candidate’s work
- Impact of the PRIM assistance on the project’s realization
- Project’s feasibility (20%)

- Realism of the work schedule and budget forecast
- Ability of the candidate to complete the project from a technical standpoint In the case of a first work, the experience of collaborators will be taken into account.
Ethics
Jury members must follow the Jury Member Professional Ethics Code and the Conflict of Interest rules.
Response time
PRIM will notify you of the jury’s decision no later than two months after the program’s deadline.
Definitions
Ethnocultural diversity
Refers to the diversity of origins, of heritages, of languages and of cultural identities. It is part of a recognition of the historical power issues and aims for equity for the individuals belonging to the following groups:
- Indigenous peoples : Refers to the First Nations of Canada and their descendants. It includes the First Nations, the Inuit, and the Métis of Canada.
- Minorities visible : People other than Indigenous people who do not have white skin.
- People from the cultural communities : People born abroad or whose parents parents were born abroad and whose native language or the language of their parents is neither English nor French.

Artists’ obligations
In order to receive the creation grant, recipients must become members of PRIM and complete their project within three years of the date the results are announced.
